The purpose of the consultancy is to deepen our analysis on how investments in SRHR contribute to achieving outcomes in interlinked donor priority sectors, such as Universal Health Coverage (UHC) and Health System Strengthening (HSS). 

Consultants will support the Countdown 2030 Europe consortium with the following tasks:

  • Research and analysis:
    • Current state of policy framework of European countries (13 countries + the European Union) around SRHR in connection with UHC/HSS, including based on the interviews done with some focused partners in 2023;
    • Current state of funding from European donor countries targeting SRHR in connection with UHC/HSS, based on the focused section within the Tracking What Counts 2022/2023 report highlighting some key investments from European donors in this area;
    • Good practices / case studies at funding level: concrete examples of what it looks like to have good and impactful funding around SRHR interlinked with UHC/HSS. This will be a deep dive on a few European donor governments-funded projects highlighted in the Tracking What Counts 2022/2023 report, including their impact on the ground.
  • Development of (communications) materials:
    • Report: an 8-page report analysing the current European policy and funding landscape around SRHR in connection with UHC/HSS.
    • Case studies: 3 case studies (2/3 pages each) highlighting good practices of programmes/projects around SRHR in its interlinkage with UHC/HSS, including how it can impact UHC targets achievement in third countries.
    • Summary Factsheet: a 2-pager factsheet summarising the key findings presented in the report and case studies.
