Consultancy Global Majority Engagement Strategy

About Countdown 2030 Europe  Countdown 2030 Europe (hereafter “the Consortium” or “C2030E”) is a Consortium of 15 leading European non-governmental organizations advocating towards European donors for increased funding and support to Sexual and Reproductive Health and Rights (SRHR), including Family Planning (FP), in the international cooperation of 13 European countries and the European Union. The secretariat of the Consortium is hosted by IPPF European Network.  Background information Building on its deliberate focus on continuous learning and attention to adaptation to ensure enhanced effectiveness and credibility within the SRHR international cooperation sector, the Consortium is reviewing its internal functioning within a constantly changing sector. An internal process to reflect on the Consortium’s way of working is ongoing, with a focus on rethinking specifically how the Consortium can address inequities within its SRHR international cooperation work. As a Europe-based Consortium firmly believing in international solidarity with a strong human rights-based and anti-discriminatory approach, the Consortium will draw key expertise from its partners, and work with new external stakeholders to develop and agree upon new ways of thinking and make efforts towards integrating a decolonial, feminist, anti-racist and inclusive lens in all of its strategies and approaches. As part of the Consortium’s effort to continuously improve, remain relevant to European governments and work towards a more effective and gender-equal international cooperation sector, the Consortium will hold itself accountable for addressing unequal power relations, including through ensuring more systematic collaboration with Global Majority partners and researchers.    For this purpose, the Countdown 2030 Europe Consortium, with the support of an external consultant, has developed a 3-year Decolonisation Action Plan 2023-2026 focused on integrating an anti-racist, decolonial and inclusion lens, with a clear set of objectives and targets, as well as indicators for measuring progress towards them.  Within this Action Plan, attention is given to the Global Majority partnerships that the Consortium builds in its advocacy, communication and campaigning work.  Aims of the consultancy  Develop a tailored C2030E strategy for embedding a Global Majority accountability structure within the Consortium work in close collaboration with C2030E members, with a focus on sustainability and meaningful engagement.  Timeline  The Global Majority Engagement consultancy should take place over the months of May/August 2025, with the final deliverables completed by 31st August 2025.  Application Procedure   Please send a CV outlining relevant expertise and an offer including suggested number of days and budget proposal by Tuesday 6th May EOB to Chiara Cosentino (ccosentino[at]ippf.org). IPPF EN is looking to contract consultancy services for supporting in the drafting of the new Theory of Change (ToC) of the post-2026 Countdown 2030 Europe grant cycle. The ToC will be revised to reflect the evolving  political context and the subsequent potential new strategic priorities and approaches. The new design will be informed by the former ToC as well as the findings of a recent Mid-Term Evaluation of the current project and additional evidence collected by the consortium. Main Question How C2030E’s Theory of Change (ToC) needs to be revised/re-drafted in order to become more fit for purpose and better guide program implementation in the future grant post-2026, taking into account the changed European and global environment, and better aligning with revised overall objectives? Deliverables 1. New Theory of Change based on evidence, and clearly outlining causal pathways and assumptions. Specific deliverables breakdown as follows: Draft Theory of Change Short write-up of 3 consultation sessions Final Theory of Change with explanatory narrative and assumptions Accompanying PowerPoint for sharing with stakeholders 2. Recommendations/pointers on how to design the M&E plan and system so that during new implementation cycle C2030E can more easily and reliably: a) monitor the progress towards outcomes, the validation of causal links, the assumptions and impact of external context/factors on the overall project; b) adjust the ToC and project intervention design based on M&E findings.
