Background
Countdown 2030 Europe (C2030E) is a consortium of 15 NGOs in 13 European countries working to hold European donor governments and the EU institutions to account for their policy and funding commitments on sexual and reproductive health and rights, including family planning.
SRHR are critical to global well-being, health equity, and sustainable development. However, the landscape of SRHR financing is becoming increasingly complex due disruptions in traditional funding streams, large-scale humanitarian crises, and a widening decreasing in available resources. Countries around the world face extreme financial pressures, and decreases in allocation towards ODA in national budgets is becoming more and more frequent. In this context, continued investment in SRHR must be systematically prioritized across available channels, accompanied by innovative approaches to amplify impact. Despite compelling evidence of the impact of SRHR investments to drive economic growth and accelerate progress towards SDGs, investment in SRHR continues to lag behind what is needed. These challenges push us to rethink traditional approaches to funding.
After establishing the foundations for this discussion in Year 3 (2024-2025), Countdown 2030 Europe now aims to move into a more applied and action-oriented phase. In this next stage, the consortium will go more in-depth by developing concrete, practical advocacy actions and anchoring them to specific thematic areas of innovative or alternative financing. While these financing mechanisms continue to emerge as promising models for aligning financial resources with development outcomes, this phase will focus on translating evidence into actionable guidance. The consortium seeks to identify complementary funding models that can enhance and diversify ODA, and explore how governments can be effectively equipped and supported to allocate resources toward these innovative approaches, with a particular emphasis on SRHR.
Scope of work
This consultancy aims to explore alternative and sustainable financing mechanisms, evaluate their applicability to SRHR initiatives, and provide strategic, evidence-based advocacy entry points for Countdown 2030 Europe partners. The consultant(s) will contribute to the development of a series of analytical briefs and present findings through a set of webinars to strengthen partners’ engagement in these financing debates. Building on 2024-2025 research,the consultant(s) will:
- Support the development of three short analytical briefs that expand knowledge and evidence on alternative financing for SRHR. The thematic areas of these briefs are currently being defined and may vary, ranging from deep dives into specific additional models (such as blended finance or others) to broader, cross-cutting themes applicable across multiple financing approaches.
- The consultant(s) will also design and facilitate three separate 1-hour webinars, each dedicated to presenting and launching one of the briefs.
